Bulgaria is one of the more buyer-friendly jurisdictions in the EU for residential real estate, but "friendly" still means a process with rules — and the rules reward preparation. This guide outlines the practical realities every international client should understand before making an offer.
Who can buy
EU and EEA citizens may purchase residential property and the underlying land directly. Non-EU citizens may purchase apartments and buildings outright, but must hold land through a Bulgarian legal entity — typically a single-member limited company that takes a few days to set up. Most of our international clients use this structure as a matter of course.
Notary, deeds, and the actual closing
Bulgarian property transactions are notarized by a public notary, who verifies title, identity, and the absence of liens. The notary deed is registered the same day at the local registry. Funds typically move through the notary's escrow or directly from buyer's to seller's bank, with proof of source-of-funds required for any significant transfer.
Costs to budget for
Beyond the purchase price, expect roughly 3.5–4% in transaction costs: notary fees, registry fees, local transfer tax (rate varies by municipality), and legal fees. We always recommend independent legal counsel — a few hundred euros up front saves multiples later.
Currency and timing
The lev is pegged to the euro at a fixed rate, eliminating one risk that worries first-time international buyers. Closings can move quickly — three to four weeks from signed preliminary contract to title transfer is normal — provided diligence has started early.
